It includes specific sections on Neighbourhood Planning at http://planningguidance.communities.gov.uk/blog/guidance/neighbourhood-planning/

This is a website developed to support people and communities using new powers under the Localism Act 2011 to create Neighbourhood Plans.  It is produced by Planning Aid England with funding from the Department for Communities and Local Government.

Locality is a national network of over 500 community led organisations which aims to inspire local communities to change and improve. Neighbourhood planning is a major focus of their work and they have some excellent material including a short 2 minute video introducing Neighbourhood Planning. They are partners with the Community Development Foundation for the delivery of the My Community website - the portal for community rights information and grant programmes funded by the Department for Communities and Local Government. http://mycommunity.org.uk/programme/neighbourhood-planning/
